Imwettqa 79% tal-miżuri tal-Baġit

Ir-rata ta’ twettiq ta’ miżuri tal-Baġit fl-2021 hija ta’ 79%, li tfisser 7% aqwa mill-medja perċentwali miksuba fl-aħħar 8 snin (72%). Dan irriżulta minn pubblikazzjoni li ħareġ is-Servizz Pubbliku għat-tmien sena konsekuttiva, li fiha ngħata rendikont tal-ħidma li saret fuq kull miżura tal-Baġit għas-sena 2021.

Waqt konferenza tal-aħbarijiet indirizzata mill-Ministru għall-Finanzi u x-Xogħol Clyde Caruana u mis-Segretarju Permanenti Ewlieni Mario Cutajar, intqal li dan l-eżerċizzju ta’ monitoraġġ juri li b’kollox din is-sena twettqu 364 miżura. Dan jinkludi miżuri mill-Baġit 2021 kif ukoll 159 miżura oħra li fis-sena tagħhom kienu fi stadju ta’ twettiq u li twettqu fl-2021.

Il-Ministru Caruana spjega li d-dokument ta’ implimentazzjoni jagħti rendikont tal-aħħar sena u tal-isfidi ċari li ġabet magħha l-pandemija, u hekk ukoll se jagħmel il-Baġit għas-sena 2022 li se jitħabbar il-ġimgħa d-dieħla. Qal li bil-kontra ta’ pajjiżi oħra, pajjiżna ħareġ mill-agħar tal-pandemija b’inqas qgħad irreġistrat, inqas nies inattivi u iktar nies fid-dinja tax-xogħol. Il-ministru aċċenna li dak li jagħmel il-miżuri ta’ kull bagit sostenibbli u r-rota tal-progress tkompli ddur, huwa suq tax-xogħol b’saħħtu li fl-aħħar mill-aħħar jikkontribwixxi għall-fiskal tal-pajjiż.

Il-Kap taċ-Ċivil Mario Cutajar semma li l-eżerċizzju ta’ monitoraġġ u t-twettiq li ddaħħal mis-Servizz Pubbliku tmien snin ilu, jassigura li dak li jkun ġie mwiegħed waqt id-diskors tal-Baġit, jitwettaq. Riżultat ta’ dan, fl-aħħar 8 snin twettqu total ta’ 1,970 miżura. Is-segretarju permanenti ewlieni temm jgħid li bħalma ilu jsir mill-2019, il-miżuri tal-Baġit ġew allinjati mal-miri tal-Iżvilupp Sostenibbli tal-Ġnus Magħquda. F’dan ir-rigward, Malta preżentament tokkupa t-33 post minn 165 pajjiż.

PRESS RELEASE BY THE MINISTRY FOR FINANCE AND EMPLOYMENT AND THE OFFICE OF THE PRINCIPAL PERMANENT SECRETARY

79% of Budget measures implemented

The implementation rate of Budget measures in 2021 is 79%, marking a 7% increase on the average achieved in the last eight years (72%). This resulted from a publication issued by the Public Service for the eighth consecutive year, in which details on the implementation of each budget measure were given for 2021.

During a press conference addressed by Minister for Finance and Employment Clyde Caruana and Principal Permanent Secretary Mario Cutajar, it was stated how this monitoring exercise shows that a total of 364 measures have been carried out this year. This includes measures from the 2021 Budget, as well as 159 other measures which were works in progress in their year and were completely carried out in 2021.

Minister Caruana explained how the published implementation document for 2021 accounts for the work done in the last year, as well as challenges the pandemic brought with it, and so will the Budget for 2022, which will be announced next week. Contrary to neighbouring countries, Malta has come out of the worst of the pandemic with lower unemployment, lower number of inactive persons and more people in the workforce. Minister Caruana stated that what makes every Budget measure sustainable is a robust workforce, which ultimately is the biggest contributor to the country’s fiscal position.

Head of the Public Service Mario Cutajar explained how the monitoring and implementation exercise introduced by the Public Service eight years ago ensures that what was promised during the Budget speech is eventually implemented. As a result, a total of 1,970 measures have been carried out in the last eight years. The Principal Permanent Secretary concluded that, as has been done since 2019, budgetary measures have been aligned with the United Nations’ Sustainable Development targets – in this respect, Malta currently occupies 33 out of 165 countries.
